Quantity of keywords you wish to target
The more keywords you wish to target, the more backlinks you will require.
On average, the cheapest backlinks start from around £200 and then become more expensive for backlinks from sites with higher authority.
Take the example of CBD Bath Bomb UK. This term has a search volume of 800 per month, and its keyword difficulty is 0 out of 100 (100 being the hardest).
